Many utility companies carry these as standard issue.

Fixed Mount: The base of this winch is fixed and when mounted you cannot swivel the unit
Swivel Mount: The base of this winch is incorporated into a swiveling frame where the user can adjust the rotation in 15-degree increments to align the rope with the load at hand. Secure locking is achieved with the included swivel stop. The ultimate portable design. *The swivel mount is the only model to work with the Capstan Tow Hitch.
Synthetic Rope Diameter x Length: Capstan winches are available alone or with an optional synthetic rope. The winch accepts 1/2" or 3/4" synthetic rope diameter (choose either) and you can select lengths from 300-1200ft within the product listing or larger here .

A painted cast-iron footswitch (included) provides easy operation and is well sealed against the elements to NEMA 4 for outdoor use. Connected to a 10-foot cord with a twist-lock plug to avoid accidental disconnection. Then have pushed the boat out on every aspect of this model to ensure maximum efficiency and to really stand a cut above the rest.
Rope Keep: Both models feature an integral rope keep device which is spring-loaded to help prevent accidental removal of hand line from the drum, whist corrosion-resistant components ensure a long-lasting durable essential tool. The rope keep bar also serves as a carrying handle for added convenience.
Rope Lock : Both models feature an integral rope lock device that prevents unintentional lowering of loads.
Swivel frame models include an integrated locking mechanism to avoid accidental and unintentional swiveling.
